Interoperability remains a central requirement. Jarrard stressed that counter-drone networks must link military radars with those operated by local police, critical-infrastructure operators, and Canadian partners under the long-standing Operation Noble Eagle framework. NORAD is currently supplementing its existing radars with data feeds from other agencies, yet officials acknowledge that seamless data exchange across jurisdictions is still incomplete. Recent airspace incidents in Texas illustrated the coordination problems that arise when multiple federal entities field new directed-energy or electronic-warfare tools without unified procedures.
The urgency stems from the rapid spread of inexpensive commercial drones and from observed tactics in ongoing conflicts. U.S. officials point to Ukraine’s deep-strike operations as evidence that small unmanned systems can reach strategic targets far inside defended airspace. Similar platforms are already accessible to both state adversaries and non-state actors, raising the prospect of attacks on airfields, ports, and urban centers that current homeland defenses are not configured to defeat at scale.
